2027 Central New York Excellus Medicare Advantage Plans and Final Rates
Fourteen group retiree health plan options available through SPANY and the Broome County Purchasing Alliance
The Statewide Purchasing Alliance of New York (SPANY) helps eligible public employers evaluate and implement group Medicare Advantage coverage available through the Broome County Purchasing Alliance (BCPA).
For 2027, participating groups can choose from fourteen Excellus BlueCross BlueShield plans for the Syracuse Region:
- Eight Medicare Advantage plans with Medicare Part D prescription drug coverage
- Six Medicare Advantage–only plans for groups that arrange prescription drug coverage separately
All plans use a passive PPO network and provide out-of-network benefits. Coverage is effective January 1, 2027.

Every MAPD option has:
- A $0 prescription drug deductible
- A $2,400 annual out-of-pocket maximum for covered Medicare Part D drugs in 2027
- $0 member cost sharing for covered Part D drugs for the remainder of the calendar year after the $2,400 threshold is reached
Formulary requirements, prior authorization, step therapy and quantity limits may apply.

Participating groups may retain their existing broker of record. SPANY works with the employer, broker and Excellus throughout the plan-review and implementation process.
